Strong convection due to the high divergence above this region where the UL trough and Anticyclone of Irene interact at the upper levels create very favorable ascent forming bands like this due to strong convergence at the surface. Sometimes called PRE's, however just looking at radar I can't tell if it's a classic "PRE" or if this is just an enhancement of Irene's convective bands. The dry slotting "moats" are making it difficult to dicern for me anyways.

This is basically what calls for such extreme rains with such a weak storm at NE landfall. Albany is in the several inches range. It was 7 yesterday I don't know what it is today, I'm assuming similar to.
