NO flooded during Kat mostly because of the direction the storm took.  It brought its surge in through the Bayous, into the Ponch, and then went it went by it pushed the Ponch water back into the city.  That's what broke the Levees.  Wasnt even a Cat. 5 surge event in NO, more like a cat. 3.

Regardless, you need a cat 3-like storm surge to pull it off.   NO will flood some from the north though like it always does in strong northerlies if 'Lee' goes that way.
