Hei from Puerto Rico.  This wave created caos.  It had not rained here for maybe 35 days, and we actually broke on wensday the record for most consecutive days with 90+ temps with 36 days.  The wave brought very squally weather and gusts of 70 MPH, yes 70, were officially recorded up in the mountains.  I do not understand the reason for non development, seeing how shear is not bad at all at this time.
