You make a good case here, but I think we sometimes blur the boundary between local forecasting and the NATIONAL Hurricane Center. it isn't really the NHC's job to cover local weather; that's the province of the Miami NWS. If this wave doesn't show the NHC any signs of potential development as a tropical system, then I don't see why they should feel obligated to put a yellow circle on a map to alert Miami natives of imminent rainfall.
To their credit, Miami NWS does seem to have the situation covered:
