In "05 the ARC  said "there are no safe places to set up evacuation centers and all should evacuate." and then they evacuated NO.  I have the feeling Mayor  Mitch Landrieu may have consulted with the ARC and the ED team among others.  I think he is encouraging people to evacuate.  

7 yrs to the day how creepy is that?
