TCCOR 3!

Sorry for not catching this until now, but we went into TCCOR 3 late last night. Prapiroon is still "quasi-stationary," and we still don't know much about it's projected path (as you can see from the "pin the tail on Okinawa stagger" it's adopted in this prediction from the Japan Meteorological Agency) but it's time to start getting ready.
