That is one of the areas, yes, and the one that is generating the most convection. Shear, it seems, has been brutal for the vast majority of the seasons that have ensued since 2005. The more this goes on the more I think there is a lot of credence to the well-documented theory that rather than cause an increase in tropical activity, climate change actually contributes to more aggressive wind shear.
