93L

On the NHC 8 AM TWO they say about 93L; "Environmental conditions are not expected to be conducive for significant development of this system while it moves generally west-northwestward at around 15 mph.
Ok so I check the CIMSS page wind shear and it shows generally favorable conditions in that area as far as windshear goes anyway;
I don't see much in the way of dry air. So can someone please tell me what environmental conditions are not conducive at this point? Those are the elements we look for in tropical development correct? Warm SSTs, we know that that's not a problem in that area on Sept. 10. The lack of dry air. The WV loops I'm looking at show very little of that. Little windshear. According to the map above there seems to be little of that occuring at the current time. So what is the deal there?
