I forgot to add. When the core of the most extreme winds is so small, it's probably hard to hit the highest winds. If in 30 seconds it passed from less strong, to extreme, to less strong, the 30 second average could be less than usual in comparison to the highest 10 seconds of winds in that 30 second period. That's because you are averaging in some weaker part of the eyewall.
