"Off the top of my head I think those buoys are mostly dropping a wire down a few hundred feet & measuring the temperature of the water column to judge how much warm water "fuel" the Hurricane has also allows research into how much heat energy storm sucks up passing over.

They did a Teddy fly through video, about 10 minutes, speeded up
