One neighbor is preparing now. I offered to help earlier and they weren't going to do anything, but they decided to take things outside and put them into their garage. I think family called from out of state checking on them. They are also lowering their pool level as well because they can get flooding from rain. They can't pump if power goes out.

I expect the surge to potentially get over my seawall. That's rather common in tropical storms with the wind pushing water in the bay. Maybe about 3.5 feet above sea level will do it. It would take about 8 to 9 feet above sea level to flood me. It has only ever been about 4.5 perhaps.

The surge is often enough to flood the front entrance to my neighborhood so that some cars can't leave. (Or risk engines flooded or electronics damaged, which has happened to people before) That's why for significant storms people have to evacuate if water level comes up early. But other than that, 1921 would have been when things would have flooded if my neighborhood had been here at that time. Otherwise, so far we have been lucky. There are some very low lying areas in the Tampa Bay area. They often flood in these kinds of storms from surge. The same neighborhoods always have to fill up sandbags to try to do what they can. And then there are some areas where fresh water flooding is an issue, but that is harder to forecast.
