There might be a dirt road of some sort that runs on the north side of the leveed area:

If they live outside the levee area, they should absolutely be evacuated. Some of the inundation on the map has greater than 6 feet above ground and even some spots of 9 feet above ground.

There might be no shelters anywhere if this is their website:

"In the event of a major storm, no shelters will be available in Plaquemines Parish. Parish officials will determine when to order a mandatory evacuation, which means everyone living in the Parish must leave."

If they refuse to leave, can they at least get to someone they know in the leveed area? They should under no circumstance stay outside the leveed area. If they refuse to leave the area, maybe they could go to someone's house in the leveed area, even if they get permission from someone who has evacuated that they can stay there?

I don't know. Unfortunately I don't have any helpful advice. They should not be outside a leveed area. While it's getting very, very late to evacuate, I would not apply that to someone outside the leveed area. Things should only continue to get worse.

For people in a leveed area, the time to leave is either rapidly coming to a close or has closed for that area. The storm bands are arriving. But outside the leveed area, my personal opinion that I never want to have to give, is that it would never be too late to get to the leveed area even during the storm. It would be life or death, with huge risks traveling during the storm while it is very bad, but likely better than staying and the water level continuing to rise. Being in that leveed area and maybe not drowning is better than being outside it where things are about to get extremely dangerous and very much more likely to drown.
