Remember that the storm over the 'alley' right now started out in the Pacific following a lot of xray activity from the first sun spot in quite a while given the min we are in.  It brought unusual dry season rain here and then the SOI index dropped to minus 49, the lowest reading in a LONG time.  Now that the solar stuff is quiet, I think it's asking too much to see both a RI TS and severe weather, even though severe weather brings about displacement currents.  Why?  Because sometimes the severe weather takes more than it gives and the coupling takes away from the potential difference and there hasn't been enough time for a build up of potential difference to have occurred, especially early in the season like this.  It's just a guess, but I would guess no.
