You know I never thought of it before; but thinking this through, especially for the Antartic, it may be pausible.

Here is my thinking:

The ozone-hole over the Antartic abnormally raises the height of the Tropopause - that's a given.

The lack of ozone also creates more solar radiation at UV - another given.

That melts the ice and exposes land - another given.

Land heating creates lift and surface low-pressures - could happen soon.

That in combination with the higher tropoapuse is the perfect place for a warm-core to form.
