Thats correct Gianmarc, moving with the shear considerably lessens its affect. Now if you look across the GOM, you can see developing high pressure aloft. Over Fl, you see the eastern side of the high aloft, with clouds moving clockwise. Looks like the best place for development is toward the central GOM where there will be the most stable upper environment. My earlier hunch was to look toward the southern end of the storms (around 20N-95W)and I still think that is preferred to the area right off the Texas Coast. But I'm looking a little northeast now of that point now. As storms move off the Tex and Mex coastlines, looking for possible cyclogenesis toward 23N and 90W near the tip of the Yucatan.
