I don't get why the NHC only says this about it in the 8:05PM EDT Atlantic Tropical Weather Discussion:

"SCATTERED
MODERATE TO STRONG CONVECTION IS FROM 7N-10N BETWEEN 24W-30W."

It seems like more. It seems like, from the surface wind data that is available, that it has a surface circulation but the NHC does not analyze it as being a low.

Maybe it doesn't have a very low pressure. But it looks better than most stuff and is sticking together as seen from a long loop well enough:

Maybe they are just trying to make sure that it doesn't go poof. We're about there in the season but maybe they need to see a little more persistence before they start the yellow circles so near to Africa.
