There is no TUTT to the NW of the convection for either system.

That is why no yellow circle.

If it was undergoing 20 knots + of shear then a good chance they would issue a yellow circle.

And if it was over land an even better chance for an invest.

I know that according to protocol, an invest doesn't neccesarily mean there is a chance for TC genesis.

However, I would think the Mexican equivalent of SPC, if there is one, would be more interested in 99L than NHC would be.
