Aqua, don't you think it depends on just how close the storm is anticipated to be "going by," along with the usual factors like storm size/intensity and timing of high tides in relation to the storm's passage?

Here on Pensacola Beach they typically don't evacuate us for a storm "passing by" unless we're anywhere within the cone of uncertainty when the time nears for passage.  That said, however, they did evacuate us for Katrina passing by to our south and I don't recall that we were still in the cone by then -- so it could've simply been the size and power of the thing, and tide timing.  As it turned out we had lots of tropical storm force winds and rain, and some relatively mild flooding, but no major surge.  We were back home in a day or two.

Anyway, I digress.  The only answer is to stay tuned -- very closely tuned - and be aware of where you are in relation to surge/evac zones -- and if there's a chance you may have to  leave, if you don't have a friend or relative to run to, go ahead and make hotel reservations NOW.  They are almost always cancellable.
