Someone educate me on the dynamics of wind shear

One topic that comes up here periodically and in NHC forecast discussions is a phenomenon whereby wind shear actually can aid a storm's intensification rather than thwart it depending on its direction. I'm referring specifically to this note from last night's 11 p.m. forecast discussion on our so-called depression in the GoM:


the light vertical wind shear is expected to back around from a northerly to a southwesterly direction, which usually favors more significant intensification.


I kind of sort of get this but not really: How and why does wind shear sometimes "favor more significant intensification"?
