weak shear may aid genesis by forcing synoptic-scale ascent, especially in baroclinic environments (Bracken and Bosart 2000; Davis and Bosart 2006; Nolan and McGauley 2012).

and from Bracken and Bosart, Feb 2000 http://www.atmos.albany.edu/daes/atmclasses/atm421/Reference_Material_files/BrackenBosart_2000.pdf , starting on pg 19 of the 24-pg pdf file, in the paragraph with:

Most of the previous discussion has concentrated on the detrimental effects of shear. Therefore, it may seem paradoxical to hypothesize that some weak shear is necessary for tropical cyclogenesis, but  that idea will be investigated here.

In my non-phd-in-meteorology; it can produce lift/ascent, which enhances convection.  comparable on some level to blowing a match out or venting a fire?
