But it was existing moisture on the ground in that case, a swamp. I don't recall about Erin. If it was the ground, atmosphere or both that had a lot of moisture.
I wasn't sure how much rain Texas and the surrounding region had gotten lately. This could be so much that either way it would be catastrophic. |
