Marc; as a general rule, the winds of a tropical, or I should say, a purely tropical storm are higher towards the center of the storm as compared to sub tropical storms and non tropical storms.
I should point out that this general rule has certain exceptions, particularly in regards to wind gusts, and
some of the really powerful, non tropical storms, which have tropical features, that batter the Pacific NW every year.
In weak hurricanes and TSs it is not at all unusual to have wind gusts in the outer rain bands that are as high or even higher, than the sustained winds near the center of circulation.

The fact of the matter is Marc; to experience one or two TS similar to Alberto,will probably not give you
any real idea, as to what it is like to live through a really well developed TS.

By the way when you see clouds moving south to north, and particularly SE- NW and a storm is either approaching or ongoing, you are actually viewing the storm's circulation; that is, if the storm center, is still west of your location.
