The NOAA site has us slightly under neutral. I would think that this is based primarily on conditions in the Eastern Pacific. However, the late monsoon in India, weather patterns in Australia, and perhaps even in the western US, are symptomatic of an El Nino. So there's contradictory evidence. Thats why I'm open to this idea of a different variety of El Nino.
