That is not correct.
What stanford paper shows is capacitive organization over isabel.
therefore how ions are organized over ts to 'squeeze' it down VARIES depending on coupling over storm.
Given the fact, further, that water is a powerful dielectric, the storm disk theoretically will also vary how the coupling behaves, and henced how ozone presses down on the storm.
The down pressing thus is ORGANIZED and helps to cause RI, not the reverse.
