So, was that about the mass of the system?
I think the short answer is the larger the system's mass, the slower it is to spin up or down.
F=ma.
For a bigger m, you need a proportionally bigger F to get the same a.
Thermo wise, the same thinking. You need a higher core temp for a bigger system to get the same wind speeds.
I have seen massive TC's in the Bay of Bengal with huge core temps and they barely got to a Cat1.
