If everyone is so certain that Bill is going to Fish, why did the TPC include the Leewards in their 5pm update? Why not include Puerto Rico?

This confuses me a bit. Seems to me the only way the Leewards would need to "Monitor" Bill is that...

1. A Westerly component cannot be ruled out.
2. Bill is so massive that he will impact the Leewards from a very long way away. And by impace I don't mean some gusty winds and a rain band or two.
3. The TPC is hedging their bets.

Any thoughts?
