"Interests" probably include boaters, swimmers and maybe even pilots.

Direct effects from Bill are out of the question at this point:

but the surf and high seas may be dangerous down there; and anyone flying a small plane likely shouldn't be heading out in the direction of the storm.

Other than that, can't see much reason for anyone down there paying any attention to Bill.
