Unfortunately by the time the recon gets in there "if" they go in today the system will be sheaded again. There is a battle going on between the upper low to the SE of Fred & a high trying to move over Fred from the west. That is currently causing the wind shear & until or "if" that upper low creates distance Fred wont redevelop. It looks to me like that upper low is moving in tandem with Fred.
