IMHO a lot of what the temps do across the Midwest and East-Coast depends on the snow pack to the west.

High pressure that sets up across the Plains and southern Canada funnels cold air from the Arctic and blows it across the Plains.  

If there is heavy snow on the ground, the air doesn't have a chance to heat up; thus bringing abnormally cold air to the mid-west and east-coast.

Last weeks major storm in the Plains has indeed built a heavy snow pack.

I think there will be abnormally high snow accumulation in the next month due in part to El-Nino and the Omega / Rex Block setup along Canada's east coast.

This allows a high influx of GOM moisture to penetrate into the Midwest and Plains bringing heavy snow fall.

This also allows surface-lows to move along the east coast.

If the Blocks continue, I would expect to see one or more major nor-easters.

Also, I think the spring will have a large number of tornado outbreaks due in part to the large snow-pack that could be in place.  

This allows very cold air to ride over moist GOM air setting up negatively tilted shortwaves.
