I think I once saw a video on YouTube where some guy joined trash bags with an iron without the bag sticking to the iron.

A cheap bag prototype may provide a better proof of concept.

If cost is the main concern then why not let the sales of house boats in the GOM pay for it by mandating underwater sails on their anchors to direct underwater currents to the surface? The underwater anchor sails may also reduce the house boats cooling requirments.

The anchors for manmade islands may support diagonally oriented masts to direct cool water upward to the artificial floating island/house boats at no cost to the government.

The new islands as seen from satellites may eventually look like aesthetically pleasing spirals that may contribute to the mixing of the GOM waters.

We may want to take care not to create more of a problem by warming deep GOM water. The cooler deep GOM water may be what is preventing many tropical storms from becoming major hurricanes or releasing deep water gases.
