I lived in rural Arkansas for a time.  and while I am not totally familiar with this area--many times  when it rains in the mtns -- is clear where you are and the creeks and rivers rise rapidly--quite as a surprise.

The bridges there are "low water bridges"  at low water flow time the water flows thru a culvert and you cross on concrete.  When the water is up some-- you drive thru the water over the concrete.
When it is really up--you can't get across.  I've spent many hours between bridges waiting for the water to go down so I could go home.  This prevented people from escaping even when they knew the water was coming up-- as in trapped.

And yes-- in that area-- rural and remote ARE very isolated.  One account said it was a 45 minute drive to the Walmart (the local determinate of distance to civilization)
These people were on vacation -- not surfing the web.    Even people in permanent residences --familiar with the area--reported being surprised by the flood.

Quite a sad ending to a vacation.  Blessings to the families affected.
