Good question, thanks for asking.
It has had a hard time up to now for a couple reasons.
1) Core was very wide and low in altitude. This is something I can't explain. I have been trying to look into this for a few years already. I think it has to do with O3 concentrations in the tropopause.
2) 95L messed up inflow into 96L. It didn't exchange heat effectively with the Cat5 Generator. Also, CX posted a couple days ago an image that OHC was suddenly low over the Cat5 Gen. Obviously, that did have an effect on 96L.
Right now a TUTT is to its NW which messes up UL outflow in the NW quad.
Have to watch MIMIC-TPW to see if a roll gets started. Right now it is a very broad circulation, up to 500mb.
If it gets rolling then chances are good for development.
A couple really strong convective cells could do the trick, just like Alex.
Have to wait and see.
