It's like trying to put a sprayer on a garden hose with the hose wide open- except you have 8900 lbs of pressure coming out of a 21-inch pipe. You open the valves, secure the cap. then slowly shutting the valves to contain and redirect the flow to the ships up topside. Once the relief wells are in place, they can pump heavy mud (normal drilling mud has a specific gravity of about 19- this stuff is twice as heavy) to block the flow just below the wellhead. Cement is also pumped downhole to seal it off.
since the last major accident of this magnitude, 50,000 wells have been drilled in the GOM, that's a safety record of 99.998%. I would LOVE to see any other group in the entire world have a record like that. 1:50000? unbeatable, even aviation is a worldwide average of only 1 in 5000- far less.
