These are two other ionospheric heaters that put out relatively large amounts of power but not as much as HAARP.

A huge new transmitter in the JORN network in Australia came on line around last year, just before they started getting all that weird destructive weather down there.  I don't know how much power it puts out.  However it is physically huge.

One of the tricks they use is for multiple transmitters to heat a region at the same time.

There are non-linear, quantum effects that allow the ionosphere itself to amplify the signals.
