Actually, it is almost incredible what they can do from the papers I have read and the effects I have seen.

I remember early this year, they put a huge crack in the Arctic Ice.  

A secondary effect was the air temperature next to it at Prudhoe-Bay jumped about 30C in around 2 hours.  

CIMSS logged it as another unexplained anomaly.

The technical term used for amplified transmission of ELF waves is 2nd-hop whistler mode.

I read a paper that showed when the wave travels in the ionosphere electro-jet duct, a by product is a large amount of electrons precipitating into the atmosphere along the track.

More than likely that is the cause for radar anomalies, rainbow clouds, etc.

Quakes can be correlated with extremely low frequency (ELF) waves.  Resonance is at 2.5 Hz.

Modification of the tropopause is more at the 1 to 25MHz range.

The bottom spectrum is what was being transmitted during Katrina.

I read that the temporal stair stepping pattern of frequency is needed to achieve the desired results.
