I think that is off in this case. I compared some elevations to the evacuation area A level and the elevations were extremely high. But, it could be the evacuation map does not have enough detail.

This site I think is what the evacuation map I posted was derived from:

You need some software to view things on it and I'm not sure what is available and how good it is.
