The winds are also going to be worse higher up in the buildings. The 10th, 20th or 50th floors might be great to be above the water but suck as far as the wind goes.

Let's not forget that those folks who are so happy to be above flood level are going to have to hump it up and down stairs to get in and out of their apartments when there's no power (if their homes are liveable after the potential wind damage that is). Everybody who stays who then can't get out of their apartments because they can't do stairs are going to have to be rescued by somebody.  It'll be the New York version of the rooftop rescues after Katrina, except that the people won't be accessible to helicopter rescuers unless they can get to the roofs of the buildings. That increases the risk to the responders who're going to have to do the rescues the old-fashioned way. My back hurts just thinking about it!

Oh yeah, forget about water in those high-rises too. It's got to be pumped up...
