I don't interpret the phrase "dodged a bullet" to mean that they did not experience any damage or adverse effects from Irene. It means they dodged the far worse situation they might have experienced had Irene reached cat 4 status as she once was forecast to do. Nothing that anyone experienced in the OBX would even remotely compare to the dire circumstances that would have resulted from a storm of that magnitude. In that sense, yes, they did indeed dodge a bullet. |
