One technique to measure the destructive potential of the surge is the Surge Destructive Potential
(SDP) Rating (0 to 6). On the best track page at HurricaneCity that calculation is done:

All the way to the right in the table. At 2pm EDT Tuesday it was about 3.8.

It's not as good as the one done by RMS HWind:

They use data that is much more accurate, based in part on hurricane hunter data.

I can only use the very simple technique here:

And that version will not be as accurate, but I post it out of interest.
