"Category 5 winds were likely experienced over a very small area at and near the coast, and the change in estimated wind speeds is of little practical significance in terms of the impacts associated with the storm."

Based on hurricane hunter data at the time, it seemed to support 160mph using the existing techniques they use. They didn't use it at the time. I wrote some about it at the time in this post.

Most people didn't see a category 5. (160 mph 1 minute sustained winds) Hundreds, a few thousand, perhaps? Certainly not to the left of the storm's eye, such as Panama City. I get concerned with a storm like this. If people still have a house left standing, and it wasn't built very, very well recently, they didn't experience sustained category 5 winds. It's really important to stress that. If someone thinks they just experienced a category 5 and got little to no damage, they need to know they might not have even seen sustained major hurricane force winds. If another powerful storm comes there way that isn't as strong they might not prepare as much, or at all, thinking they did okay in a category 5. There is such a small area that may have experienced sustained category 5 winds.
