The Global Hawk UAV, which is unmanned, did operate out of Wallops Flight Facility in Virginia for Atlantic missions. I don't know what the status is of that program.

For Sandy they did do recon:

But for Canada, they seem to get left out. Dorian was forecast to make landfall at times as a hurricane, not just post-tropical. Even if it was just about the U.S., I don't know why they would stop while there were still warnings around Cape Cod.

If the storm were a significant threat to the Northeast, I would think recon would probably occur. But it doesn't seem that way for Canada. Since the NHC is designated to handle hurricanes in the Atlantic, I don't know why Canada seems to get left out compared to the Caribbean. (at least for ones that look like they could remain somewhat tropical)

Hurricane Juan in 2003 never got any recon. It made landfall as a category 2 hurricane around the same place as Dorian is.

I guess didn't realize that the AMDAR program was so far along. For some reason I thought that was more experimental. Or maybe I'm just thinking about its usage in models.

I wish balloons were 4 times a day rather than 2. The rest of the world could still do the other two at the same time as the U.S., but we could just add two more. If you have the GFS running every 6 hours, you might as well have balloons every 6 hours too to feed into it.
