the caps are done, I think (from previous discussions on canetalk) because all member of the WMO have to use the same format & some only have/had systems that use caps

they are taking comments on possibly using mixed case here http://www.weather.gov/survey/nws-survey.php?code=mixed-case

regarding the ability of models to forecast dry air, I have not a clue... but I bet readers are frantically searching for info already !
