On second thought, 5 seconds might be long for it to be averaged over. That would be about 200 feet worth of vertical data. But maybe it is. I am going to add a disclaimer to my decoder though about the winds being peak winds, not 1 minute sustained. I just won't clarify it any further because I don't know the details.
