As one who was born and raised there, I can tell you that much of Manhattan Island--particularly lower Manhattan--is either at or below sea level. That's why a cat 2 striking NYC is a doomsday scenario. Not saying that will happen with Sandy, but this call looks like it will be close enough that people would be wise to prepare for the worst. Better to be safe than sorry.
