many of the flood basins have trails, hiking & biking paths, nature preserves, even benches & picnic tables built in, so it can be utilized when it's not flooding - however they ARE designed to fill, preventing the water from going into subdivisions or roadways, etc... that gif is very misleading, the flood basin is working as designed - it kept that water out of areas it's not wanted
the situation is tragic, catastrophic even - they don't need to post crap like that to scare ppl more
