Breach and overtop of levees are not the same thing

I've been watching a lot of KHOU and they really need to get this right. Multiple people on there keep confusing the two. Yes, some levees are forecast to be overtopped. But I've seen nothing about breaches. Breach is when the levee starts to fail and could be catastrophic. Overttop means the water comes over the top, but no water would come from below that level. If it breaches, a lot of the water that was being held back could come out. An overtopping could lead to a breach in some levees, especially ones made of dirt (I have no idea what kind there is in that region), but no one is talking about it having happened, or about to happen.
