I think it's a visual for those who are unable to read the regular tropical outlooks.

If it's in the tropical outlook...it's usually got a yellow box. I think maybe I would change it to 25% or less but 30% is pretty low odds..

in ways tho it's like those HOMELAND SECURITY ALERTS at the airport where it says it's elevated and no one gets hysterical on "yellow"

then again that could mean no one takes yellow seriously
