Looks like 1863 is at solar min.  And remember clouds trap or release heat from -100 watts per meter squared to 200 watts per meter squared.  CO2 fully is at 4 watts per meter squared and the differences between 270 ppm and present 400 ppm would be a fraction of that (meaning it's at about a delta max around 1 watt per meter squared.  Water is the huge green house gas at play.  Now, of CO2 has ELECTRICAL meaning like the sun's spot activity does, than you are talking about a different mechanism to get to a higher forcing.  See?
