If the solar winds only have electrons in them, which have little density, I would suspect that the influence of them would by like xrays to actually enhance RI.  Protons would have some density to cause a 'ripping' affect counter to the negative charges of ozone.  Also if you think about it the north pole behaves like a bar magnet and different signs of charge would have different influences on how particles would couple.
