When a name is retired is it permanent?

I was looking at a newsletter from a neighborhood next to mine that came in the mail today and noticed they had some hurricane facts and while they did get some wrong (like Andrew is the costliest), I was curious enough about one to look it up. It said that hurricane names that are retired cannot be used for 10 years. I was wondering where they got that 10 years from. Then I looked online and found this:

So is a retirement permanent? I seriously doubt any of the names would ever be suggested again, but I was curious if this used to be how it was and it has been changed or if 10 years is still the minimum retirement period. I tried looking on the WMO site but couldn't find it easily. I was wondering if anyone happened to know.
